Philip Johnston was the son of a missionary to the Navajos. He was one of the 30 non-Navajos that could speak Navajo. Philip was a World War 1 veteran, so he knew the importance of a code. He was the master mind behind the code-talkers. He thought of the idea to use the Navajo language for secure communications. He met with General Clayton Vogel to convince him to use Navajo as a code. At first Clayton was skeptical and didn't know what to think. Thankfully, he asked for around 30 trained men after being persuaded. (Hawthorne)
